Homeland security experts will offer insights on the state of national security at the 10th Annual Homeland Security Law Institute, Aug. 27-28 at the Hyatt Regency Washington on Capitol Hill in Washington, D.C. Experts will look at issues such as cybersecurity and use of drones, as well as examine the progress and recent history of several government agencies and organizations created to combat terrorism and enhance domestic safety measures.

• Mary Giovagnoli, deputy assistant secretary for immigration policy, U.S. Department of Homeland Security;
• Robert Litt, general counsel, Office of the Director of National Intelligence;
• James McCament, deputy chief of staff (acting), chief, office of legislative affairs, U.S. Citizenship and Immigration Services, U.S. Department of Homeland Security;
• Daniel Sutherland, associate general counsel, National Protection and Programs Directorate, U.S. Department of Homeland Security;
• David Wulf, deputy director, Office of Infrastructure Protection, Infrastructure Security Compliance Division, U.S. Department of Homeland Security.
Program highlights include:
• “The U.S. Immigration Agenda” – President Obama announced a series of immigration initiatives last fall that will reshape many aspects of U.S. immigration law, including detention reform and work authorization for spouses of high-skilled workers. This panel will discuss the status of the president’s agenda and what to expect as the administration enters its final year.
• “Drones and UAVs in the Homeland” – This panel will review current laws and policies for the use of domestic unmanned aerial systems, including an overview of 2013-14 state and federal legislative proposals. Experts also will discuss several real-world incidents involving incursions over federal property.
• “National Response and Recovery Framework: Legal Considerations in Emergency Management – This panel will look at the rising frequency and costs of disasters, and how government and other organizations can foster disaster resilience to catastrophic events, such as a terrorist attack or a natural or man-made disaster.
