DETROIT (AP) -- A judge has rejected a request from the state attorney general's office that former Highland Park emergency manager Arthur Blackwell II pay triple damages on the $264,000 he was given while running the city. The Detroit News and the Detroit Free Press reported Wayne County Circuit Judge Robert Colombo Jr. ruled last Friday Blackwell must pay the city the $264,000. The judge says Blackwell also likely will be ordered to later pay for the cost of the state's attorney fees in the case, but he won't have to pay the $841,000 requested by the state. In June, a jury found Blackwell violated his duties by taking payment for the job in 2008 when he was to be paid $1 a year. Colombo says Blackwell turned the city's deficit into a surplus.
