12th Annual ENPACT Forum set for October 19

By Lloyd Powell Chief Public Defender There still remains a widespread and strongly held perception by many people that racial profiling continues to be regularly practiced by some law enforcement officers within our county and especially at the road patrol level. So, in order to continue to confront the reality of that perception, or fact, we are again having our annual public forum to enable the residents of our county to have the opportunity to communicate directly with all of our law enforcement chiefs. Thus, invitations are extended again to the public, all of our top governmental and civic leaders within our county and the Union Chiefs of our law enforcement agencies within Washtenaw County. This will be our Twelfth Annual "Enhancement of Police and Community Trust" (ENPACT) Public Forum that is always held as part of our Washtenaw County Bar Associations' Annual Bias Awareness Week, held during the third full week of October - and for this year, that will be the week of Monday, October 17 through Thursday, October 20 with our ENPACT Public Forum being On Wednesday, Oct. 19, from noon to 2:30 p.m. at the Learning Resource Center (LRC) at the Service Center, as was done last year. As has been past practice, all members who have comprised our ENPACT Coalition over the years will continue to co-sponsor and support this important annual public forum. And, as you know also from the past, our ENPACT Coalition has been comprised of both the Ann Arbor and Ypsilanti-Willow Run Branches of the NAACP, the Black Employees Association of Washtenaw County Government (BEAWCG), Citizens for Justice, the Huron Valley Association of Black Social Workers), the ACLU of Michigan, the ACLU of Washtenaw County, the Women Lawyers Association of Michigan and Washtenaw County (WLAM) and the Washtenaw County Bar Association's Criminal Law Section - all in collaboration with the WCCJA (Washtenaw County Criminal Justice Association) and the Union Presidents of the various law enforcement agencies throughout our county. Our theme always centers on having "A Safe, Secure and Just Community" with County Prosecutor Brian L. Mackie joining me again as your hosts. I will also serve as your moderator. Pizzas, fresh veggies, cookies and beverages will be provided the same as last year by Prosecutor Brian Mackie and we will be prepared to accommodate approximately 75 - 100 attendees from the public- at- large. Our panelist are expected to again be County Prosecutor Brian Lee Mackie, County Sheriff Jerry Clayton, Ann Arbor Police Chief and Director of Public Safety Barnett Jones, Pittsfield Township Police Chief and Director of Public Safety Matthew Harshberger, University of Michigan new Police Chief and Director of Public Safety Greg O'Dell, Ypsilanti Police Chief Amy Walker, Chief O'Dell's Replacement at EMU, Interim Chief Bob Huiges, Saline Police Chief Paul Bunten, Milan Police Chief Jeffrey Lewis, Chelsea Police Chief Ed Toth, Northfield Township Police Chief and Director of Public Safety William Wagner and our local Michigan State Police Chiefs, F/Lt Joel Allen, Captain Kevin McGaffigan and F/Lt Wynonna Sturdivant Our guest speaker will be announced later. Also, as our Law Enforcement Chiefs are introduced by the Moderator, they may elect to make a few remarks (hopefully only 2.5 to 5 minutes) or defer speaking to instead dialogue later with attendees from the public in responding to any specific questions that they may have. In addition to following the agenda below, we hope to get more of the union presidents to attend so we may dialogue with them also as a part of our overall audience participation.
