New leadership appointments will be effective January 1

David S. Swartz has been named chief judge of the Washtenaw County Trial Court effective Jan. 1.

He replaces Chief Judge Donald E. Shelton, who will be leaving the bench at the end of 2014 \and will spend his remaining time on the bench serving as presiding judge in charge of the complex implementation of the court’s new Tyler Odyssey case management system and associated e-filing.  
 
Swartz has served on the bench since 1995 and was chief judge of the Trial Court from 2008 -2009. He named Judge Carol Kuhnke as chief judge pro tempore of the Trial Court effective Jan. 1, as well as presiding judge of the Family Division. Shelton will serve as presiding judge of Civil/Criminal Division. During Shelton’s term as chief judge, the Platt Road courthouse was closed and the  Juvenile Division was moved to the downtown courthouse;  the entire clerking operations of the court were reorganized; the downtown courthouse was renovated; and the court secured funding for a new case management system.
