Keith F. Higgins, director of the SEC’s Division of Corporation Finance, and Roberta Karmel, a former SEC commissioner and a past public director of the New York Stock Exchange, will be keynote speakers during the American Bar Association Business Law Section 2016 Fall Meeting, Nov. 18-19 in Washington, D.C.
Higgins, who has been with the SEC since May 2013, will be featured on Friday’s program entitled “Dialogue with the Director of the Division of Corporation Finance” from 11 a.m. to 12:30 p.m. in Ballroom Salon II, Ballroom Level.
Karmel is the keynote speaker for the Federal Regulation of Securities Luncheon on Friday from 12:30 to 2 p.m. in the Ballroom Salon 1, Ballroom Level.
She currently is Centennial Professor of Law and co-director of the Center for the Study of International Business Law at Brooklyn Law School in New York. Program highlights include:

• “Bankruptcy for Breakfast” — A panel that includes bankruptcy judges will discuss developments in bankruptcy law and litigation over the last year and preview the year ahead. Topics will include Puerto Rico’s debt crisis and its newly appointed oversight board, developments at the Supreme Court and Courts of Appeals, legal issues arising in oil and gas insolvencies and potential legislative changes. Speakers include Elizabeth S. Stong, U.S. Bankruptcy Court, Eastern District of New York, Brooklyn; Philip Brandt, U.S. Bankruptcy Court, Western District of Washington, Seattle; and Frank J. Bailey, U.S. Bankruptcy Court, District of Massachusetts, Boston.
• “How To Develop an Effective Compliance Program to Address Evolving Federal Regulations” — Panelists representing federal regulators and private bar, including Eric Hirschhorn, under secretary, U.S. Department of Commerce in Washington, D.C., will address recent federal regulatory developments of particular interest to in-house and outside counsel who advise businesses in the technology, manufacturing and financial services sectors.
• “Anti-Money Laundering Regulatory and Enforcement Trends and Their Impact on Business: It’s Not Just a Bank Issue” — Speakers, including Jonathan Rusch, senior vice president and head of anti-bribery and corruption governance at Wells Fargo in Washington, D.C., will focus on recent regulatory changes, such as the Treasury’s regulations concerning beneficial owners, and enforcement efforts concerning money laundering. Panelists will discuss how anti-money laundering impacts all businesses, not just financial institutions. They will provide practical insights as to how businesses can update and improve their anti-money laundering controls and risk management practices to ensure compliance with anti-money laundering rules.

“Up in Smoke: A Look at Medical Marijuana from Scientific, Financial and Public Policy Points of View” — The panel, including speaker Manny Munson-Regala, principal, Root Cause LLC consulting in Minneapolis, Minn., will discuss the science, business, public policy (including political) and legal issues related to the establishment of medical marijuana across the country.
