Congressional oversight subject of WSU Law forum

The Wayne Law Review and the Levin Center at Wayne Law are joining forces to present a national symposium on “Congressional Oversight in the 21st Century,” on Friday, March 23 at Wayne State University Law School.

Leading scholars from across the country plan to explore the definition of congressional oversight and how best to measure its effectiveness, examine the relationship of oversight and the judicial branch, and discuss various tools and mechanisms involved in conducting fact-based, bipartisan oversight.

The event, which is free and open to the public, will be from 9 a.m. to 5 p.m. at the law school’s Spencer M. Partrich Auditorium, 471 W. Palmer St., Detroit.

“The Levin Center is delighted to be working with Wayne Law Review’s students on this timely and compelling gathering of scholars,” said former U.S. Sen. Carl Levin, chair of the Levin Center at Wayne Law. “Given the importance of congressional investigations today, understanding their legal, political, and practical dimensions as well as the role of bipartisanship and objective fact-finding could not be more urgent.”

Registration and a continental breakfast will begin at 9 a.m. The event will kick off at 9:30 a.m. with welcome remarks from Wayne Law Dean Richard A. Bierschbach; Levin; and Dane Lepola, editor-in-chief of the Wayne Law Review.

William Marshall of the University of North Carolina School of Law will moderate “Defining Congressional Oversight and Measuring its Effectiveness” at 10 a.m.

Panelists include:

• Dr. Frank R. Baumgartner, University of North Carolina at Chapel Hill
• Alan Kahn, University of Michigan Law School
• Dr. Kevin Kosar, R Street Institute
• Jonathan Lewallen, University of Tampa

Moderating the 11:30 a.m. panel on “Congressional Oversight and the Judicial Branch” will be Heidi Kitrosser of the University of Minnesota School of Law.

Panelists include:

• Dr. Lauren C. Bell, Randolph-Macon College
• J. Richard Broughton, University of Detroit Mercy School of Law
• Morgan Frankel, Office of Senate Legal Counsel

Following lunch, Steve Castor, chief investigative counsel of the U.S. House Committee on Oversight and Government Reform under Chairman Trey Gowdy, will deliver the keynote address at 1:15 p.m.

The third and final panel of the day, “Congressional Oversight: Tools and Topics,” will commence at 2 p.m. and be moderated by Kathleen Clark of Washington University School of Law.

The event concludes at 3:30 p.m. with closing remarks from Thomas Lurie, symposium editor of the Wayne Law Review; and Elise Bean, Washington co-director of the Levin Center at Wayne Law.
