City plans spaces for legal graffiti, more public art
KALAMAZOO (AP) — A southwestern Michigan city is planning so-called graffiti gardens where people can legally draw or paint on billboard-like plywood structures.
Kalamazoo is working to provide more opportunities for art on utility boxes and streets to create an alternative to illegal graffiti. The Kalamazoo Gazette reports graffiti gardens in Upjohn Park and Rockwell Park would offer another legal outlet, though profanity, nudity or gang sings would be prohibited.
The update comes as the city commission reviews amendments to noise offenses that add other nuisances, including graffiti and issues with vacant properties.
Some of these are already restricted, but the changes would add more specific language and make them enforceable by civil infraction of up to $200.
Police: Man assaults, kidnaps octogenarian man and wife
REHOBOTH BEACH, Del. (AP) — Police in Delaware say an 82-year-old man obliged a stranger’s request for a glass of water, only to end up bundled in a trunk.
Citing a Delaware State Police release, news outlets report 28-year-old Steven Snell entered a Rehoboth Beach Yacht and Country Club home and asked if he could use the phone and have a drink of water. Court documents say he then assaulted the man and his 81-year-old wife.
Authorities say Snell drove the couple to an ATM and made the woman withdraw money before fleeing with the man still in the trunk. The wife called police, who located Snell’s car and the man.
Snell was later arrested and charged with multiple offenses.
The woman was uninjured, and the man was treated at the scene.
Coast Guard offers reward for info on buoy bell thieves
PORTLAND, Maine (AP) — The Coast Guard is offering a reward for information about brass gongs and bells that have been stolen from 10 buoys off of Maine's coast.
The Coast Guard says nine bells were stolen from Penobscot Bay, and one was stolen off Bailey Island in Harpswell.
The bell assembly stolen from the White Bull Gong buoy off Bailey Island weighed 371 pounds.
The sounding devices help boats navigate when there is poor visibility, and the Coast Guard says they are most likely being sold to nautical novelty stores or scrap yards.
Tampering with navigation aids is a federal crime, punishable by up to $25,000 per day.
