The Michigan Department of Health and Human Services (MDHHS) has issued a Request for Proposal (RFP) to bolster staffing within communities to enhance diversion of individuals with behavioral health challenges away from criminal processes, emphasizing approaches along the Sequential Intercept Model.
The purpose of the program stems from work and input of the Mental Health Diversion Council and is to initiate and replicate Boundary Spanner models that prioritize staff roles to work with partners across the behavioral health and justice systems and support individuals with mental illness, co-occurring substance use disorders, intellectual and developmental disabilities and youth with serious emotional disturbances.
Boundary Spanner staff have the opportunity to develop innovative ways to divert these individuals at multiple points of intercept across the criminal justice and/or juvenile justice system, such as at the police, court or correctional system interface. Boundary Spanner also works with community parole and probation to help decrease the likelihood of individuals returning to criminal or juvenile justice systems.
Eligible applicants include organizations and entities with nonprofit status or those involving private sector, public sector, tribal authorities and institutions of higher learning that currently work extensively with individuals with challenges related to mental illness, substance use, and/or intellectual and developmental disabilities or youth with serious emotional disturbances.
A total of $2 million is available in this RFP with a maximum award of $400,000 per grantee and a minimum award of $150,000. MDHHS anticipates issuing up to five awards.
Grant applications for the Diversion Intervention from Boundary Spanners (DIBS-2023) RFP must be submitted electronically through the EGrAMS program by 3 p.m. on Nov. 15. The program period begins April 1, 2023 and ends Sept. 30, 2023. Successful applications may be awarded continuing funding through March 31, 2025, based upon funding availability and acceptable performance.
A pre-application conference will be held via Microsoft Teams to discuss this funding opportunity and provide instruction on using the EGrAMS system.
