Levin Introduces Bill to Extend and Protect Low-Income Tenants' Right to Organize

Michigan Congressman Andy Levin has introduced the Tenants’ Right to Organize Act, a bill that extends and protects the right to organize for tenants receiving Section 8 Vouchers and Low-Income Housing Tax Credit (LIHTC).

The bill recognizes that all tenants—including those receiving government assistance—have the right to decent, safe, stable and sanitary housing and extends the right to organize to these tenants so they can fight for and protect their rights.

“Decent housing for all is a fundamental human right,” said Levin. “Regardless of how much you make or where you live, people should feel security and comfort in their homes. Tenant organizations do the hard work of uplifting the concerns of building residents across the country. This bill expands the pool of tenants who can organize so that more residents can make their voices heard.  Rights don’t exist in a vacuum, they must constantly be safeguarded. As we strive to make the slogan of safe housing for all a reality, this bill ensures that tenants have a real say in how they live.”

The Tenants Right to Organize Act promotes and extends the establishment of resident organizations and authorizes funding for these groups.

Specifically, the bill extends the right to organize for tenants receiving Section 8 vouchers and LIHTC; provides funding for tenants’ organizations for capacity building and technical assistance; and provides for a rule to enable funding for unit representatives.

The Tenants’ Right to Organize Act is endorsed by the Mass Alliance of HUD Tenants, the Greater Syracuse Tenants Network, the National Low Income Housing Coalition, Coalition for Economic Survival (CES), and the Chicago Area Fair Housing Alliance.
