Virtual first hearings to resume on landlord-tenant docket July 31

On June 5, in an effort to address several issues with the previous virtual system that had adversely impacted litigants and court processes, the 36th District Court instituted a trial of in-person hearings for the landlord-tenant docket. The court announced this week that sufficient improvements have been made which now allow for virtual first hearings to resume beginning July 31, 2023.

Since the beginning of this pilot, initial data has demonstrated that appearance rates have improved, there has been no negative impact to the default rate, and dockets have been running with increased efficiency.

Throughout the last several weeks, the Court has held regular meetings with local stakeholders to exchange feedback and determine where improvements could be made. It is our determination that the major benefits of in-person proceedings are not largely seen at the first hearings as they are at the successive proceedings, and as such, virtual first hearings will resume.

Additionally, this change will assist with furthering implementation of current right to counsel initiatives, which provide greater access to justice for those in need. Such efforts are essential, and the Court recognizes the benefit that virtual first hearings will have on their success. The court appreciates the contributions and feedback it has have received from the community in this regard, and encourage further discourse

It is important to note that, at this time, second and subsequent hearings are still conducted in-person. Questions may be directed to the Court at (313) 965-2200.
