Retired Judge Julian Abele Cook Jr. dies, 86


DETROIT (AP) — Julian Abele Cook Jr., a retired Detroit federal judge, has died at age 86.

The court said Cook died Tuesday in Silver Spring, Maryland, his home in retirement. A cause wasn't disclosed.

Cook was a judge for 36 years until September 2014. One of his last high-profile cases was the federal government's oversight of the Detroit police department due to excessive force, illegal arrests and other problems.

In 1986, Cook presided over a criminal trial involving auto executive John DeLorean. He was acquitted.

Cook was in private law practice when President Jimmy Carter made him a judge in 1978.

 

Michigan Senate ups penalties for female genital mutilation
 

LANSING, Mich. (AP) — The Michigan Senate has approved 15-year prison terms for parents and doctors involved in the genital mutilation of children, in response to a Detroit-area doctor recently indicted in such a case.

The chamber unanimously approved bills Wednesday that would allow the prison term for parents or guardians convicted of transporting girls to undergo the surgery. The legislation also would enable the state to strip those parents of their parental rights.

Doctors who perform the surgery could also face 15 years in prison.

The federal punishment is five years, which Republican Sen. Rick Jones says isn't enough.

The legislation now goes to the House. The bills were introduced after Dr. Jumala Nagarwala was accused in April of conducting the surgery on two 7-year-old Minnesota girls.

Minnesota, Texas and other states have approved similar legislation.

 

Birmingham attorney elected ACTEC fellow
 

Robert Labe, a shareholder with Williams Williams Rattner & Plunkett, has been elected a Fellow of the American College of Trust and Estate Counsel.

Lawyers are elected to be fellows based on their “outstanding reputation, skill, and substantial contributions to the field,” according to the ACTEC. There are 2,500 fellows who practice throughout the U.S., Canada, and other countries around the globe.

Labe is a frequent lecturer and author on topics pertaining to his areas of practice, and delivered a presentation titled “Planning for the Family Business Pre- and Post-Death” at the 56th Annual Probate and Estate Planning Institute meeting. His areas of practice include estate planning, trusts and estates, probate disputes, tax planning, and business law.

He serves on the Institute of Continuing Legal Education Business Law Advisory Board and is a Fellow of the American Bar Foundation. In years past, Labe has chaired the Oakland County Bar Association Probate, Estate and Trust Committee as well as its Business Law Committee.

Labe serves on the Board of the Financial and Estate Planning Council of Metropolitan Detroit, and is a member of the Probate and Estate Planning Council for the State Bar of Michigan.
