Macomb County launches rental and utility assistance program for tenants and landlords

Macomb County has  announced the launch of the COVID Emergency Rental Assistance (CERA) program.

The CERA program is focused on providing support for tenants and landlords who have experienced housing-related hardships due to the pandemic.
Applications are now open and being accepted for both tenants and landlords.

"Many people throughout Macomb County have experienced unexpected financial losses over the last year due to the pandemic, creating a greater need for assistance within our local communities," said Ernest Cawvey, director of Macomb Community Action. "Through the CERA program, we hope to create a brighter future for those who have been impacted by helping tenants maintain housing stability and landlords recoup lost income."

To be eligible for the CERA program, a household must have: a cumulative income of less than 80 percent of the Area Median Income; qualified for unemployment benefits, experienced a reduction in household income, incurred significant costs, or experienced other financial hardship due to the COVID-19 pandemic; and demonstrate a risk of experiencing homelessness or housing instability evidenced by a past due utility or rent notice.

Eligible renters and landlords may receive (per household/unit):

  • Up to 10-12 months of past-due rental assistance
  • Up to three months of future rental assistance
  • Up to $2,500 past-due or future utility assistance
  • A $300 flat fee home internet stipend

The CERA program replaces the Eviction Diversion Program previously offered by the Michigan State Housing Development Authority and is the result of federal funding.
