A top legal adviser to the U.S. Department of State will discuss the evolving relationship between Cuba and the United States on Thursday, Oct. 22, at Wayne State University Law School.
Anna Melamud is an attorney-adviser for Western Hemisphere affairs with the State Department’s Office of the Legal Adviser. She has been lead attorney on legal issues arising from the changing relationship between the two countries. Her talk is titled “Changing Course: Navigating the Legal Waters in Current U.S.-Cuba Relations.”
In December, President Barack Obama announced the most sweeping changes in U.S. foreign policy toward Cuba in 55 years. The result has been a flurry of activity toward re-establishing diplomatic relations, re-opening embassies, relaxing the long-standing embargo, reviewing Cuba’s designation as a state sponsor of terrorism and many other initiatives with the goal of “normalizing” relations with this neighboring island just 80 miles from Florida.
Melamud will discuss the legal issues presented by this normalization process. Her talk will be from 12:15 to 1:30 p.m. in the Spencer M. Partrich Auditorium at the law school, 471 W. Palmer St. Lunch will be provided. Parking is available for $7 (credit or debit cards only) in Parking Structure No. 1 across West Palmer Street from Wayne Law. The lecture is presented by the law school’s Program for International Legal Studies.
Prior to her current position, Melamud worked in the State Department’s Office of International Claims and Investment Disputes, where she represented the U.S. in arbitration before the Iran-U.S. Claims Tribunal in The Hague. Previously, she was a senior associate at WilmerHale LLP in Washington, D.C.
Melamud clerked for U.S. Court of Appeals Judge Juan Torruella, First Circuit in San Juan, Puerto Rico, and interned for Judge Fausto Pocar at the International Criminal Tribunals for the former Yugoslavia in The Hague. She earned her law degree from Georgetown University Law Center and her bachelor of arts degree from New York University.
