Resolution extends local state of emergency

The Oakland County Board of Commissioners (BOC) approved extending the local state of emergency in Oakland County, as declared by County Executive David Coulter on March 13 through May 15.  The resolution passed at the full board meeting on the evening of April 29.

“Every day, there are new confirmed cases of the coronavirus throughout Oakland County,” Board Vice Chairwoman Marcia Gershenson (D-Bloomfield Township) said. “We must allow our County Executive the authority to make decisions in a swift manner to help continue to bend the curve during this pandemic.”

The resolution states that “the health economic, and social harms of the COVID-19 pandemic are widespread and severe, touching all communities and people throughout Oakland County,” and that the situation “remains an active emergency, requiring appropriate authority for relief, recovery and response.”

“The extension of the emergency streamlines procurement processes to get the testing, supplies and other essentials to get through this pandemic,” Chairman David T. Woodward (D-Royal Oak) said. “We need to continue what’s been working so Executive David Coulter can continue to respond quickly to protect county residents.”

Further, the measure requires that a financial report on COVID-19-related expenditures, including detailed descriptions of amounts expended, be provided to all county commissioners via email each week. The full resolution can be found on page 244 of the amended April 29 meeting packet.

The original county declaration was in response to the threat of widespread or severe injury or loss of life from COVID-19 transmission in Oakland County and followed Governor Gretchen Whitmer’s executive order declaring a state of emergency in Michigan on March 10. On March 18, the board voted unanimously to extend the local state of emergency through April 17.
