Oakland County Executive David Coulter has added three talented directors to his leadership team following a thorough, independent search and comprehensive interview process. They are Brittani Anthony, who will build an inclusive workforce as human resources director; Kyle Jen, who will oversee the administration’s new budget priorities while preserving the county’s strong fiscal practices as management and budget director; and Ingrid Tighe, who will implement the county’s new economic development strategy as economic development director.
“Brittani, Kyle, and Ingrid each bring expertise and experience in their fields, a collaborative leadership style, and a passion and commitment around our vision for Oakland County’s future,” Coulter said. “We are so pleased that they have said yes to Oakland County.”
The Board of Commissioners Finance and Infrastructure Committee approved the appointments unanimously this morning. The full board is expected to approve their appointments this evening. They will begin their new roles later this month.
Brittani Anthony, director of Human Resources
Anthony has served as director of human resources (HR) in both a corporate and non-profit setting, most recently at Bethany Christian Services. She has also worked in HR for Arlington County, Va., and the City of Ann Arbor. She combines an analytical, strategic approach to her work with a commitment to employee engagement, career development, and workplace improvement. She has a collaborative management style and is passionate about creating an inclusive and dynamic workforce for all employees. Anthony has a master’s degree in education and human resources development from George Washington University and a bachelor’s degree in psychology with a minor in management from Grand Valley State University. She also is a certified Professional in Human Resources. She is a member of the Society of Human Resources Management and sits on the board of directors at Camp Casey.
“I am honored that County Executive Coulter and his administration have identified me as the new human resources director to lead and align the human resources department with the new strategic goals of the county. I look forward to working with my new team and strengthening the county’s workforce by making it more inclusive, diverse, and collaborative,” Anthony said.
Kyle Jen, director of Management and Budget
Jen has held various fiscal roles for the state of Michigan since 1999, first with the nonpartisan House Fiscal Agency and most recently as the state’s deputy budget director under both Republican and Democratic administrations. He has led a team developing numerous budgets and long-term fiscal plans. He has led large capital and enterprise projects and built presentations for credit rating agencies. He has both the technical expertise and the vision to manage, maintain and strengthen Oakland County’s strong fiscal position. He has a master’s degree in public administration and a bachelor’s degree in political science, both from Michigan State University.
“It’s a privilege to be joining the Coulter administration, and I’m excited to get right to work helping ensure that taxpayer dollars are invested wisely to enhance the services provided to the county’s residents. Oakland County has a well-established reputation for strong fiscal management, as reflected in its AAA bond rating,” Jen said.
Ingrid Tighe, director of Economic Development
Tighe has led business development and workforce initiatives for the State of Michigan at both the Michigan Economic Development Corporation (MEDC) and the Michigan Veterans Affairs Agency. At MEDC, her area of responsibility included Oakland County and she currently serves as the executive director of the Birmingham Shopping District. She is a strategic planner and collaborative manager with a strong network of relationships around the state. She also served our nation in combat as a captain in the U.S. Army. She has a master’s degree in public administration from the University of Michigan and a bachelor’s degree in communications and German from Vanderbilt University. Tighe is also a certified Economic Development Finance Professional by the National Development Council. She is a member of the Iraq and Afghanistan Veterans of America and Veterans of Foreign Wars.
“I am excited to lead Oakland County’s economic development team as they implement County Executive Coulter’s new strategic plan to ensure inclusive economic growth for the 21st Century. I want to utilize my background in economic, community, and workforce development to contribute to the county’s continued growth and success,” Tighe said.
