New Criminal Justice Center opens in Detroit

Effective Tuesday, September 3, all Criminal Division cases with the Third Judicial Circuit of Michigan will be handled at the new Criminal Justice Center (CJC) located at 5301 Russell Street in Detroit. That is also when the court’s move from the Frank Murphy Hall of Justice will be complete.

The Third Judicial Circuit will provide limited services for court operations normally held at the Criminal Division due to operation relocation from August 26 through August 30. During this time, resources will get moved and staff will get acclimated to the CJC.

The new Criminal Justice Center in Detroit will be open for business on September 3.

The CJC is located between East Warren Avenue and East Ferry Street just off the I-75 Service Drive. The Court’s entrance is located on the southeast side of the building adjacent to Russell Street. Public parking is available in Lot C, across the street from the entrance, and Lot B, one block north of the entrance. All parties with business at the Court’s Criminal Division must use the main entrance.

The Third Judicial Circuit Criminal Division at the Wayne County Criminal Justice Center will include 26 courtrooms and 52 lawyer and client meeting rooms. Jurors assigned to the Criminal Division will gather at the Jury Assembly Room, which comfortably holds more than 350 people. Public Wi-Fi access is available throughout the building. Digital signage, along with building personnel, will help director visitors as needed.

“The CJC allows us to utilize state-of-the-art court technology in a larger space more conducive to all visitors to conduct their business,” says Third Judicial Circuit Chief Judge Patricia Perez Fresard. “It also supports our ability to provide a safe environment for all, helping to build trust between members of the community, the Court and all of our Wayne County partners.”

The CJC was designed to centralize Wayne County's criminal justice operations, housing a criminal courthouse, adult, and juvenile detention facilities, more than 1,400 office spaces for various criminal justice departments and law enforcement, and a central utility plant. This comprehensive facility replaces several outdated structures, creating an integrated hub for the county's criminal justice demands.

The Third Judicial Circuit of Michigan is the largest circuit court in the state, with 59 judges and three operating divisions. It has jurisdiction over civil, criminal, and family matters arising in Wayne County.

The new facility will feature 26 courtrooms. It is part of a complex that will include Wayne County’s 2,280-bed jail, juvenile detention facility, and sheriff and prosecutor staff offices.
