The International Law Section of the State Bar of Michigan will present a webinar on “U.S. Export Controls” Wednesday, September 25, from noon to 1 p.m. via Zoom.
This webinar will explore the critical intersection of co-production, the Australia, United Kingdom, US (AUKUS) agreement, and the International Traffic in Arms Regulations (ITAR). Co-production, a collaborative approach to defense development and manufacturing, is increasingly vital in international defense partnerships. The AUKUS pact between Australia, the United Kingdom, and the United States represents a significant advancement in defense cooperation, particularly in the development of nuclear-powered submarines and other cutting-edge technologies.
The success of these efforts, however, hinges on navigating the complexities of ITAR, which governs the export and transfer of U.S.-origin defense technology. This online session will provide an in-depth understanding of co-production, analyze the strategic importance of AUKUS, and examine the role of ITAR in facilitating or hindering these international collaborations. Attendees will gain valuable insights into the regulatory landscape, learn about potential challenges, and discover best practices for ensuring ITAR compliance in the context of co-production under AUKUS.
Speaking at the webinar will be David Greenlees, an international trade compliance attorney and president of Greenlees Global Advisors LLC who has more than 30 years of experience in government and the private sector, specializing in international trade, defense, and national security. From 2015 to 2023, he served as a senior compliance specialist at the U.S. Department of State’s Directorate of Defense Trade Controls (DDTC), where he reviewed disclosures of ITAR violations, negotiated administrative settlements, and supported post-settlement monitoring for four consent agreements. Greenlees currently serves as a special compliance officer for a consent agreement and was recently appointed to the U.S. Department of State’s Defense Trade Advisory Group for the 2024-2026 term.
