Human rights treaty expert to speak at Wayne Law

Were U.S. and British troops subject to human rights treaty obligations during their occupation of Iraq? Marko Milanovic of the University of Nottingham School of Law in England will address that question and others like it when he presents a lecture, "The Extra-Territorial Application of Human Rights Treaties," from 12:15 to 1:30 p.m. on Tuesday, Nov. 5, in the Spencer M. Partrich Auditorium at Wayne State University Law School, 471 W. Palmer St. The lecture is free and open to the public, and lunch will be provided. Parking will be available for $6.50 in Structure 1 across West Palmer Street from the law school. "When state officials exercise power outside their national territories, are they bound by their human rights treaty obligations?" asked Wayne Law Professor Gregory Fox, director of the Program for International Legal Studies, which is presenting the lecture as part of its 2013-14 Speaker Series. "Is Israel bound by its human rights obligations in the occupied Palestinian territories? If so, are the obligations abroad the same as the obligations at home? Marko Milanovic is a rising star in international law and a prolific and innovative young scholar on a wide variety of topics, including these. It's a great pleasure to have him speak at Wayne Law." Milanovic earned his law degree from the University of Belgrade, his master of laws from the University of Michigan Law School and a doctorate in international law from the University of Cambridge. His Ph.D. thesis on the extraterritorial application of human rights treaties was awarded the Yorke Prize by the Cambridge Faculty of Law. He is a visiting professor at the University of Michigan Law School this semester, teaching human rights. Widely published and consulted on matters of international law, Milanovic has served as counsel in cases before the International Court of Justice, European Court of Human Rights and Constitutional Court of Serbia. His book, Extraterritorial Application of Human Rights Treaties: Law, Principles, and Policy, was published in 2011 by Oxford University Press. His talk at Wayne Law will be based on his book. Milanovic is secretary-general of the Executive Board of the European Society of International law, an associate of the Belgrade Centre for Human Rights and co-editor of the blog of the European Journal of International Law.
