State high court to hold public administrative hearing

Pursuant to Administrative Order No. 1997-11, the Michigan Supreme Court will hold a public administrative hearing on Wednesday, March 28, in the Supreme Court courtroom located on the sixth floor of the Michigan Hall of Justice, 925 W. Ottawa Street in Lansing. The hearing will begin promptly at 9:30 a.m. and adjourn no later than 11:30 a.m.

Persons who wish to address the Court regarding matters on the agenda will be allotted three minutes each to present their views, after which the speakers may be questioned by the Justices.  Comments offered at a public hearing must pertain directly to an item on the public hearing agenda.  To reserve a place on the agenda, notify the Office of Administrative Counsel in writing at P.O. Box 30052, Lansing, 48909, or by e-mail at ADMcomment@courts.mi.gov, no later than Monday, March 26.

The administrative matters on the agenda for this hearing are:

1. 2014-36 Proposed Amendment of MCR 6.425—Published at 500 Mich 1240 (2017).  Issue: Whether to adopt the proposed amendment of MCR 6.425 to reflect recent changes to the appellate counsel assignment process and require filing of all lower court transcripts.

2. 2015-26 Proposed Addition of MCR 3.808—Published at 501 Mich 1203 (2017).  Issue: Whether to adopt the proposed addition of MCR 3.808 regarding adoption proceeding requirements.

3. 2016-07 Proposed Amendments of MCR 6.310, 6.428, 6.429, 6.431, 7.205, 7.211, and 7.212—Published at 501 Mich 1220 (2017).  Issue: Whether to adopt the proposed amendments of MCR 6.310, 6.428, 6.429, 6.431, 7.205, 7.211, and 7.212 to clarify practices for criminal defendants represented by assigned appellate counsel.

4. 2016-09 Proposed Amendments of MCR 3.804, 3.971, and 3.977 and Proposed Addition of MCR 3.809—Published at 501 Mich 1214 (2017).  Issue: Whether to adopt the proposed amendments of MCR 3.804, 3.971, and 3.977 and add MCR 3.809 to require notification of child support obligations in termination of parental rights hearings.

5. 2016-13 Proposed Addition of MCR 3.810—Published at 501 Mich 1204 (2017).  Issue: Whether to adopt the proposed addition of MCR 3.810 to waive transcript fees from parental rights termination hearings for indigent putative fathers.

6. 2016-20 Proposed Amendment of MCR 8.119—Published at 501 Mich 1225 (2017).  Issue: Whether to adopt the proposed amendment of MCR 8.119 to clarify provisions related to protective orders.

7. 2016-23 Proposed Amendment of MCR 2.105—Published at 501 Mich 1226 (2017).  Issue: Whether to adopt the proposed amendment of MCR 2.105 to reference service on the “agent for service of process.”

8. 2016-25 Proposed Amendment of MCR 7.212—Published at 501 Mich 1205 (2017).  Issue: Whether to adopt the proposed amendment of MCR 7.212 to require appellants to file an appendix with specific documents filed with the Court of Appeals.

9. 2017-08 Proposed Amendments of MCR 3.977 and 6.425—Published at 501 Mich 1208 (2017).  Issue: Whether to adopt the proposed amendments of MCR 3.977 and 6.425 to require trial courts to order the full transcript when appointing counsel for certain proceedings.

10. 2017-18 Proposed Amendment of MCR 3.903—Published at 501 Mich 1209 (2017).  Issue: Whether to adopt the proposed amendment of MCR 3.903 regarding the confidentiality of juvenile guardianship information.

11. 2017-19 Proposed Amendments of MCR 2.410 and 2.411 and Proposed Addition of MCR 3.970—Published at 501 Mich 1210 (2017).  Issue: Whether to adopt the proposed amendments of MCR 2.410 and 2.411 and proposed addition of MCR 3.970 regarding mediation in child protection cases.
