Oakland County Executive David Coulter has attracted two individuals with extensive public finance experience to his budget team. Former Michigan Treasurer Robert J. Kleine will be the county’s chief financial advisor beginning Jan. 1. In addition, Mitchell E. Bean, the former director of the Michigan House Fiscal Agency, will be a key advisor to the team.
“Bob will bring extensive budgetary know-how to Oakland County,” Coulter said. “His depth of knowledge will be critical in ensuring Oakland County maintains high standards and fiscally-responsible practices in managing our budget.”
Kleine served as the treasurer of Michigan from April of 2006 to January of 2011 and as director of the Office of Revenue and Tax Analysis for a decade. In addition, his diverse resume includes interim director for the Michigan State University Extension Center for Local Government Finance and Policy from 2017-2018, 16 years as vice president and senior economist at Public Sector Consultants, and more than two years as a senior analyst for the Advisory Commission on Intergovernmental Relations.
Kleine, who earned a bachelor’s degree in economics and history from McDaniel College and an MBA from Michigan State University, taught at his graduate school alma mater.
Bean served as director of the Michigan House Fiscal Agency under both Democratic and Republican speakers. He led the nonpartisan agency which assists the House Appropriations Committee and other state representatives on fiscal matters. He was among three voting members of the Michigan Consensus Revenue Estimating Conference which determines the official economic and revenue forecast that serves as the basis for the state budget. Prior to his appointment as agency director, he was chief economist for the Michigan House.
Bean, who earned a bachelor’s degree in economics from Washington State University and a master’s degree in economics from Michigan State University, served as a commissioner on Michigan’s Legislative Commission on Government Efficiency and as staff chair of the National Conference of State Legislatures (NCSL) Budgets and Revenue Committee from 2009-2010. He also was a member of the NCSL’s Deficit Reduction Task Force.
“Bob and Mitch’s wealth of experience combined with the steady leadership of Lynn Sonkiss, manager of the Fiscal Services Division, and Dave Hieber, manager of the Equalization Division, will round out the county’s outstanding fiscal team,” Coulter said.
