Retirement reception slated for federal judge
Patrick J. Duggan, a U.S. District Court judge since 1987, will be saluted at a retirement reception on Friday, Sept. 25 from 2-4 p.m. in Room 115 of the Theodore Levin Courthouse in downtown Detroit.
Judge Duggan, a former Wayne County Circuit Court judge, plans to retire from the federal bench at the end of September following a 56-year career in the law. The reception will take place from 2-4 p.m. on September 25.
A 1955 graduate of Xavier University, Duggan earned his law degree from the University of Detroit in 1958. He practiced law in Livonia from 1959-76 before being appointed to the Wayne County bench in 1976 by then-Governor William Milliken. He served 10 years as a Wayne County judge, and is a past president of the Livonia Bar Association, the Michigan Jaycees, the Livonia Chamber of Commerce, and the American Inn of Court at University of Detroit Mercy School of Law.
MAJ ‘No-Fault Institute’ Sept. 28-29 in Southfield
The Michigan Association for Justice will sponsor its 12th annual “No-Fault Institute” September 28-29 at the Westin in Southfield, 1500 Town Center.
“Are you caught up with the latest issues facing PIP Legislation, Tort Liens, UM/UIM Clauses, and Medicare/ERISA?” asked a spokesman for the MAJ. These are just some of the many topics at the No-Fault Institute.”

The following month, the MAJ will host a program on “Advanced Deposition Strategies & Practice” on October 23 at the Westin in Southfield. Emily Thomas, of Reiter & Walsh in Bloomfield Hills, will serve as moderator of the program that runs from 9 a.m to 5 p.m. The program is open to MAJ plaintiff members only.
Archer Award winners to be saluted Nov. 19th
Two jurists who figured prominently in the resolution of the Detroit bankruptcy case will be honored as the 2015 recipients of the prestigious Archer Award this fall.
“This year’s award will be presented to two of the chief architects of our city’s recovery, U.S. District Chief Judge Gerald Rosen and retired U.S. Bankruptcy Judge Steven Rhodes,” said Lorraine Weber, executive director of the Detroit Metropolitan Bar Association Foundation.
The honorees will be saluted on Thursday, Nov. 19 during a gala reception at the Detroit Institute of Arts, the venerable institution that was given a new lease on life during the bankruptcy proceedings, thanks in large measure to Judges Rosen and Rhodes. The event will run from 6:30-8:30 p.m. at the DIA.
“The Detroit Bar Association and its Foundation share a longstanding commitment to the City of Detroit and its surrounding communities, and this year’s Archer Award gala promises to celebrate the revitalization of Detroit while honoring two of the individuals who played a significant role in its renaissance,” said Weber.
Proceeds from the event, which is named in honor of former Detroit Mayor Dennis Archer, will benefit the Foundation’s Access to Justice efforts and the work of its foster children’s charity, For The Seventh Generation, which served more than 1,000 foster children and families in 2014, according to Weber.
