Troy M. Cumings and Monique C. Field-Foster, partners with Warner Norcross + Judd LLP, have been selected as two of the 50 Names to Know in Lobbying by Crain’s Detroit Business for 2022.
The honor recognizes professionals who work in the trade of lobbying state and local government officials on behalf of corporations, hospitals, business groups, trade associations, unions, municipalities, educational institutions and nonprofit organizations. These are individuals with diverse backgrounds and who are partners in multi-client firms or have a daily presence in the Michigan Capitol.
Cumings is a partner in Warner’s Lansing and Grand Rapids offices and co-chairs the firm’s Government Affairs Practice Group. He concentrates his practice on policies impacting businesses and organizations with a Michigan presence, working within the intersection of law, policy and politics.
Cumings has more than 20 years of experience working on government policy in Michigan, other states, Washington, D.C., and around the world. He is regarded as one of the lead advocates on environmental policy in Michigan. He also has extensive experience with other policy areas, including health care, child welfare, tax, economic incentives, labor, energy, mining, licensing, religious issues and banking. In addition, Cumings is one of the top campaign-finance and election lawyers in the state, representing statewide candidates and ballot initiatives, local and state public officials, nonprofits and political parties.
Active professionally and in the community, Cumings chairs the Michigan Chamber of Commerce Energy and Environment Committee and the Michigan chapter of the Republican National Lawyers Association. He is a member of the West Michigan Air and Waste Management Association, National Brownfields Association and Hispanic Center of West Michigan board. He also is a member of the American Bar Association, State Bar of Michigan and Grand Rapids Bar Association.
Cumings has been recognized as one of the Best Lawyers in America© since 2013 and among the Michigan Lawyers Weekly’s 2021 “Leaders in the Law.” He also received the inaugural Guardian Award from Bethany Christian Services in 2019.
Field-Foster is executive partner of Warner’s Lansing office, the hub for the Government Affairs Practice Group. She also co-chairs Warner’s Government Affairs Practice Group. She focuses her practice on governmental affairs and lobbying, advising clients in various industries on navigating all levels of government, including advocacy, policy and regulatory impacts, political and campaign strategy, and legislative analysis and drafting. She has worked with clients to pass legislation or change regulations impacting renewable energy, transportation, procurement, higher education and sports betting. She also has assisted clients win multimillion-dollar procurement and capital outlay contracts with the state of Michigan.
Field-Foster has nearly two decades of experience in government affairs that includes working for two governors, the Michigan Legislature, the state of Michigan and Michigan State University. This includes five years as assistant vice president of strategic initiatives in MSU’s Office of Governmental Affairs, where she designed and implemented programs to educate and inform MSU constituencies, encouraging state and local officials to invest in MSU higher education initiatives.
Earlier, Field-Foster served as director of government affairs for the Michigan Department of Management and Budget, as deputy director of legislative affairs for Gov. Jennifer Granholm and as a legislative policy analyst for the Michigan House of Representatives. She also served as deputy legal counsel for the transition team of Gov. Gretchen Whitmer and Lt. Gov. Garlin Gilchrist.
Field-Foster serves on the boards of the Sparrow Foundation, Peckham Inc. and the National Institute for Lobbying and Ethics. She is a Council of State Government Henry Toll Fellow, Big Ten Academic Alliance Leadership Fellow and member of the National Black Professional Lobbyists Association. She is a member of the American Bar Association and State Bar of Michigan.
