Plans by the city of Zeeland to expand Hoogland Park continue to move ahead.
The City Council Monday night approved rezoning a 0.36-acre parcel at 370 E. Rich Ave., immediately east of the existing park property, to public facilities use so that park expansion can proceed.
The property, which was acquired by the city in 2019, had split zoning. The west half of the parcel was already zoned for public facilities use while the east half was zoned as single-family residential.
“In the PF district, parks are permitted by right, (but) in the R-1 (single family residential) zone district, they are not,” Community Development Director Tim Maday said.
The city’s Planning Commission in early December voted to recommend rezoning the entire parcel as public facilities, and passed a subsequent resolution a month later ratifying its earlier recommendation.
The 370 E. Rich property had been identified as future park and office space use in the city’s master plan, Maday said.
The council last November approved the hiring of MCSA Group to put together construction documents, seek bids and administer construction on the Hoogland Park expansion at a cost of $109,529.
Among the amenities that will be part of the park expansion include a new hexagon-shaped shade shelter, a new universally-accessible restroom facility, concrete pathways, a rain garden/stormwater detention area, a tower play structure for older children, a freestanding crawl-through log play structure for younger children, swings and fencing, according to city documents.
The project carries an estimated cost of more than $1.68 million, although the final cost won’t be known until bids are received for the project. The city has budgeted $1.7 million for the project, City Manager Tim Klunder wrote in a memo to the council.
