City OKs Street Resurfacing Using County Road Millage

Three projects to mill and repave selected streets in the city of Zeeland will take place this year.

The City Council on Feb. 17 awarded a contract for the resurfacing work to Site Work Solutions Inc. in the amount of $332,448. The council also set a budget of $360,000 for the project that will cover engineering and contingency costs.

On the schedule for this year is mill and resurfacing work on Cherry Avenue, from State Street to Pine Street (bid amount: $93,836); Centennial Street from Riley Street south to the Gentex Corporation campus (bid amount: $172,433) and Colonial Avenue south of McKinley Street (bid amount: $66,179), Assistant City Manager and Finance Director Kevin Plockmeyer said.

Funding for the road work comes from the city’s share of Ottawa County’s road millage, Plockmeyer said.

“What we’ve done is take the county road millage … and we’ve earmarked that for our local mill and resurfacing,” Plockmeyer said.

It’s the second year that the city has used its share of county road millage funding to undertake projects to repave local streets, Plockmeyer said.

Plockmeyer and Mike Schreur, the city’s street and motor pool supervisor, did an analysis of city streets that have a PASER rating of 2 or less and from there determined which projects should be undertaken. The PASER rating is determined through the Transportation Asset Management Council, an organization that rates the quality of roads throughout the state.

“It is good to note that several of the poorly rated streets are also slated for future street reconstruction projects, so they were not included in the consideration for mill and resurface projects,” Plockmeyer wrote in a memo to the City Council. “We then looked to match the streets in the most need of a mill and resurface with that of the funds available.”

The three road projects were each bid separately in case their total cost exceeded the $360,000 budget. Site Work Solutions, who was the low bidder, was hired by the city last year to undertake mill and resurfacing work paid for by the county road millage.

Last year, Site Work Solutions repaved Innovation Drive, Centerstone Court, Allied Court, Sanford Street from Main Avenue to Central Avenue and a small portion of Riley near the Logan Estates mobile home park.

The three projects are expected to be completed by June 30, Plockmeyer said.
