The City of Jackson is moving forward with a new developer for the Hayes Hotel property. At their Feb. 25 meeting, the City Council voted to sell the property to development company CollierGibson of Dayton, Ohio for $25,000, along with authorizing City officials to execute purchase and development agreements.
CollierGibson intends to renovate the 10-story historic building in Downtown Jackson to include up to 109 apartments, along with commercial and office space.
In April 2022, the City Council approved the sale of the Hayes property to J. Jeffers & Co. Over the course of nearly three years, the council authorized multiple extensions of the development agreement while the Milwaukee-based developer attempted plans to start construction.
With the latest extension for J. Jeffers expiring on Dec. 31, 2024, City administration started conversations with CollierGibson after they expressed interest in revitalizing the site.
The State of Michigan allocated $4.5 million in June 2024 to assist in the redevelopment of the Hayes Hotel.
City Manager Jonathan Greene says those funds are held by the City and not a development company, so the funds will still be used for the revitalization.
“CollierGibson has presented a comprehensive and achievable project plan, resulting in a mixed-use facility that will contribute to the vibrancy of Downtown Jackson. We look forward to working with them on bringing new life to the historic Hayes property so it can once again serve the community,” Greene said.
CollierGibson’s $35 million renovation proposal includes up to 109 market-rate apartments, which will be a mix of studio, one and two bedroom units.
The development company is also planning retail, restaurant and entertainment space, along with office space and a fitness center open to tenants and the public.
The Hayes property is located on W. Michigan Avenue in the center of Downtown Jackson. Built in the 1926, the building functioned as a hotel until 1975. Consumers Energy used the property for offices through 2003.
The City of Jackson took control of the building in 2004. For the past 21 years, the City has been preserving the building for future development. Efforts to sell the property picked up steam in 2021 when the City started collaborating with the Anchor Initiative for economic development. The Hayes Hotel was recently listed on the National Register of Historic Places.
CollierGibson intends to start construction at the Hayes in summer 2025 with a target completion date in 2027.
