The Zeeland Township Board has approved an agreement with the city of Zeeland to share costs for upgrading sanitary sewer lines that will be built next year as part of the city’s project to rebuild Church Street from Lincoln Avenue to Washington Avenue.
The board on Oct. 7 unanimously approved the cost-sharing resolution for the estimated $2.4 million project, which would upsize the sanitary line between Washington Avenue and the city’s Clean Water Plant from 15 inches to 27 inches. The City Council had approved the agreement Sept. 15.
Based on current cost estimates, the township’s share of the cost would be $1,617,850 while the city would have a $782,150 share, Township Manager Josh Eggleston said.
“There was a lot of contention for a while (during negotiations), but I think we all ended up in a good and fair place,” Township Supervisor Tom Oonk said.
The sewer line not only serves the city’s industrial park, but also the North Riley campus of Gentex Corporation in the township. The city and township have had an agreement since 1993 to serve the 425 area north of the city limits, including the Gentex North Riley campus.
“We went through a lot of discussions (with the city) on what’s the proper size for that line, what would be Gentex’s future need, what would be other 425 area needs,” Eggleston said.
The city’s share of the project includes an upfront contribution of $500,000, which was the estimated cost of relining the sanitary sewer line if the city decided not to expand it. The remaining cost split is based on the projected flow of sewage going through the line in 2064 - 85 percent from the township and 15 percent from the city.
“Obviously, if the project goes out to bid and bids (are) $300,000 less than what the estimates are, then the $500,000 (city upfront contribution) will stay fixed, and the balance will be adjusted proportionally,” Eggleston said.
The city has sent the Church Street project out for bid and hopes to award contracts next month, with construction expected to begin this winter, Assistant City Manager Kevin Plockmeyer said.
