Planners Recommend Consultant for Master Plan Rewrite

It’s been 15 years since the city of Zeeland’s master plan last had a major rewrite.

Now, city planners are recommending hiring a consultant to assist in developing a new plan to guide local leaders on future land use and development decisions.

The City Council is expected next Monday to consider a recommendation from the Planning Commission to approve a contract with the Grand Rapids-based consulting firm Williams & Works for the master plan rewrite. Planning commissioners voted 7-0 Feb. 5 in favor of the recommendation.

“Given all the changes in the city and the fact it’s been 15 years (since the last major rewrite), we thought it’d be a good idea to have a comprehensive rewrite,” Community Development Director Tim Maday said.

The city last November sent out a request for proposals for the master plan rewrite. Nine firms responded. Maday said the Williams & Works proposal “met the City’s priorities in all areas, ­including public engagement, future land use review, and implementation planning, while also providing the best overall value.”

Williams & Works has proposed a project budget of $39,415, according to its application to the city.

The master plan process is expected to take about 18 months, and will include such efforts to engage the community as an online survey, two visioning workshops and a community open house, Maday said.

“Staff believes that while this will be a thorough and intensive process, the resulting comprehensive plan will help position the city to continue to grow and thrive, as it has since the last full rewrite,” Maday said.

The city’s last master plan was adopted in 2011, and was refreshed in 2020, Maday said.

Williams & Works has worked closely with many local communities on their master plans, including nearby Olive and Blendon townships, according to the company’s application to the city.
