Former Holland Mayor Kurt Dykstra has taken a position with the U.S. Office of Personnel Management as its general counsel.
Dykstra, who served as mayor of Holland from 2009 to 2015, will serve as OPM’s chief legal officer, and will advise the director and agency leadership on legal and policy matters.
OPM serves as the chief human resources agency and personnel policy manager for the federal government. OPM sets regulations for the hiring process across federal agencies, conducts background-check processes for the civilian workforce, and manages federal employee benefit programs.
Dykstra has nearly three decades of experience handling complex workforce issues, regulatory compliance, internal investigations, and governance. His career spans corporate law, higher education, financial services, and public service, including leadership roles as a law firm shareholder, university counsel, college president, bank executive, mayor, and major in the U.S. Army Reserve.
“Kurt is a proven leader with the judgment and experience to help guide OPM through complex legal and workforce challenges,” OPM Director Scott Kupor said in a news release. “He understands how strong governance, accountability, and sound legal strategy support effective government. I am confident his leadership will help ensure OPM continues to serve federal employees and the American people with integrity and excellence.”
U.S. Rep. Bill Huizenga, R-Holland Twp., congratulated Dykstra on his appointment.
“Kurt’s servant leadership combined with his knowledge and experience will strengthen OPM operations, support federal employees, and help deliver more effective results for American taxpayers,” Huizenga said in a statement released from the congressman’s office.
Dykstra is past community president of Mercantile Bank. After his tenure as Holland’s mayor, he served as president of Trinity Christian College in suburban Chicago from 2015 to 2022.
Most recently, he served as president and chief executive officer for the Independent Colleges of Indiana, an officer in the U.S. Army Reserve and as a shareholder in a law firm in Milwaukee, Wis.
Dykstra holds a master of laws degree with merit from the London School of Economics, a juris doctorate summa cum laude from Marquette University Law School, and a bachelor’s degree magna cum laude from Northwestern College in Orange City, Iowa.
