2025 CONSOLIDATED ANNUAL
PERFORMANCE
EVALUATION REPORT
The City of Norton Shores is
announcing the availability of the 2025 Consolidated Annual Performance
Evaluation Report (CAPER). The CAPER details the City’s progress at meeting its
strategic goals and objectives as outlined in the City’s 2025 Action Plan by
reviewing last fiscal year activities for Community Development Block Grant
(CDBG) programs. The CAPER will be available to view at the City of Norton
Shores Administrative Services office and on the City’s website from August 28-September
28, 2026.
The City Council will be holding a
public hearing in refence to the CAPER on September 15, 2026 at the City
Council meeting at the Norton Shores Branch Library, 705 Seminole Rd at 5:30pm.
The City of Norton Shores will not
submit the CAPER to the U.S. Department of Housing and Urban Development (HUD) until September 28, 2026 at the earliest
and September 30, 2026 at the latest.

HEARING
NOTICE IS HEREBY GIVEN of a public
hearing to be held by the Norton Shores City Council on September 15, 2026
at 5:30 p.m. in the Community Room, Norton Shores Branch Library, 705 Seminole
Road, for the purpose of hearing comments regarding:
1. Establishment of one Industrial
Development District at 5612, 5642, and 5658 Grand Haven Road.
The legislative body of each taxing
unit which levies ad valorem property taxes in the City of Norton Shores and
which would be affected by the approval of the certificate, as well as the
applicant, may appear and be heard at this meeting.

Norton Shores Zoning Board of Appeals will hold public hearings at its
regularly scheduled meeting on Wednesday, September 16, 2026 at 5:30pm
at the Norton Shores Branch Library, 705 Seminole Rd. to receive public comment
on the following:
1. A Variance request for an
accessory structure at 548 Wilson Rd.
2. A Variance for an accessory
structure at 3755 Highgate Rd
