Zeeland Record
The Zeeland Township Board has approved a policy addressing what to do with township-owned equipment it no longer needs.
The board unanimously passed the surplus equipment disposal policy on Oct. 6, less than a week after discussion during a special meeting on Sept. 30.
“We have all kinds of junk that needs to be thrown away, and you don’t want to have to come to the board every single time you are making these kind of decisions,” Interim Township Manager Howard Fink said. “My sense of local government is that it’s a best practice to have a policy around this issue.”
Fire Chief Brock Bruce approached Fink recently about items that the fire department considers surplus and would like to dispose of. Fink asked the chief to wait until the board approves a policy to address it.
Under the new policy, the township superintendent will review the property to determine whether it qualifies as surplus, then confirm the fair-market value of the property.
If the value of the property is less than $5,000, the superintendent may authorize the department head to dispose of the property directly. If the value is between $5,000 and $10,000, the superintendent may authorize disposal and will supervise disposal after providing at least 30 days written notice to the Township Board. If the value exceeds $10,000, the superintendent will report to the board concerning the property and reason for its disposal, with the board to vote on the method by which the property will be disposed, Fink said.
Proceeds from the sale of any surplus items will go back into the fund where the original purchase came out of, Fink said.
