Climax market owner plans maintenance improvements at Quik Take-Out building

By Bruce Rolfe

The Climax Village Council learned at its regular meeting June 17, maintenance improvements will be performed at a vacant business location in the village where the owner hopes to open a new ice cream shop.

Sunny Singh, the owner of the Quik Take-Out building at 105 North Main Street, informed the board in a letter he plans to perform extensive maintenance and cleanup work over the next few weeks at the location that has been vacant since he moved his business to his new location, the former Sinclairs Market and Bowman’s Restaurant west of the Village.

Singh said the improvements are being made “to enhance the appearance and functionality at the location as we continue to improve our business face.”

Singh said he is in the early stages of his intent of putting an ice cream business in at the location. He said if everything moves along with licensing, vending contractors, contracts and necessary maintenance as planned, he hopes to begin operation at the location within the next six to eight months.

Council Adopts Ordinance Enforcement Officer Ordinance

The Council held its second reading and approved the ordinance enforcement officer ordinance by a 5-2 margin (Joline Chaney and Janet Sutherland voted no).

Village Council President Bill Lewis said the Council previously did not have an ordinance enforcement officer appointed.

He said Safe Built, which performs code enforcement services for the Village, can perform zoning and ordinance enforcement as part of an agreement with the village.

The village attorney also said the Council may appoint any person the council wishes to be designated as a village ordinance enforcement officer.

MDOT Grant Application Submitted

Streets and Sidewalks Chairperson Janet Sutherland said a MDOT grant application for improvements in the Maple Terrace plat has been submitted and the council approved a resolution approving the project, by a 6-1 vote (Carolyn Kelly voted no).

If awarded, the resolution states the MDOT grant is for road improvements on all of Maple Circle, Prairie Drive, Prairie Place Street and Water Way. If approved, the work would take place 2026 for a total cost of $93,750. MDOT will pay for half and the Village will pay for half ($46,875). The work will be performed by Lakeland Asphalt.

The resolution authorizes Village President Bill Lewis to be the agent acting on behalf of the village through this process.

The grant has not been approved, however the Council had to approve a resolution after submitting the grant application.

Some Interest in Full Time DPW Position

Finance, Insurance and Administration Chairperson Denise Pyle said the Village has received some interest in the full time DPW position.

Full time DPW employee Forrest Cope submitted a letter of resignation and will pursue another career opportunity. His last day is July 24.

In other items covered at the June 17 meeting:

• After reviewing some information about risk management, the Council will consider coming up with a Risk Management plan for parades and any other future festivals or events not put on by the Village. This would limit the Village’s exposure to liability.

• Streets/Sidewalks/Census Chairperson Joline Chaney said a new fire hydrant has been installed on North Main Street.

A new water generator transfer switch is scheduled to be installed July 15.

Water meters have been read for the quarter.

All 93 water hydrants will be flushed and reviewed for maintenance in the village. Some new water meters will be installed, replacing old or broken water meters.

• Public Safety/Fire/Law Enforcement/Disaster Planning Chairman Nick Ludwig offered an update on options to trigger the weather warning siren.

He was concerned when the new weather warning siren was not triggered by Kalamazoo County Dispatch during the tornado that was confirmed in the City of Galesburg in May.

He said County Dispatch told him the county is divided into four sections and Galesburg was too far north of the Village of Climax to trigger the siren in Climax.

Ludwig said one option could involve having the Climax Township Fire Department trigger the weather warning siren through a radio the department would have to reprogram. A firefighter would have to be within a few miles of the weather warning siren to turn the siren on.
