New technical specifications and mapping make sharing court data more consistent
To further improve data standardization, the National Open Court Data Standards (NODS) now include NIEMOpen technical specifications and mapping.
“Just as people need common language to understand one another, courts need a standard way to organize and share data,” said Diane Robinson, project director and National Center for State Courts principal court research associate. “NODS provides this common framework for courts and data partners to exchange information with less chance of confusion or errors. This latest enhancement — mapping NODS to NIEMOpen — extends that shared vocabulary beyond courts, enabling smoother integration with justice partners, nationwide.”
The new specification and NIEMOpen mapping project was led by Joint Technology Committee (JTC) member Jim Cabral, who worked with advisory committees from the IJIS Institute and NODS to develop the technical specifications.
NODS now features:
• Visual diagrams showing how different pieces of court information connect in Universal Modeling Language (UML) format.
• Technical blueprints with detailed specifications, including NIEMOpen-conforming schema and code lists, for IT professionals implementing the standards.
• Data format examples demonstrating how court information should be organized and formatted in XML and JSON.
A Feb. 10 Data Dives webinar will provide additional information about these new resources.
By using a common framework for data exchange, courts can improve coordination with justice partners, respond more quickly to public records requests, and support evidence-based policymaking.
The JTC — a collaborative effort of the Conference of State Court Administrators (COSCA), National Association for Court Management (NACM) and NCSC — will consider adopting NODS as an open standard later this year.
