The Wayne Law Review will present its annual Symposium for the 2022-2023 academic year on March 28. This year’s event focuses on policing and consists of two separate panels, the first on the defund movement at 12 p.m. and the other on the difficulties of police oversight at 2 p.m.

Panel 1: Defunding Police and Rethinking Public Safety

In his newest essay, America’s most prolific policing scholar, Professor Stephen Rushin, poses five distinct challenges facing calls to defund the police. Joining him to discuss those challenges and paths to change will be Professor Maybell Romero, who has written essays comparing police to disease vectors and animal predators, and Erin Keith, who leads the Detroit Justice Center’s policy and legislation team and recently advocated for defunding police departments in USA Today.
Panel 2: What Makes Police Oversight So Challenging?

Featuring: Catherine Fisk (Berkeley) and Rachel Moran (Saint Thomas)
Professor Rachel Moran’s latest essay studies “scofflaw officers,” who openly disregard the laws they are intended to enforce. Why does it seem so difficult to hold police officers accountable for their actions? Professor Catherine Fisk will join Moran to discuss possible explanations for this phenomenon, including Fisk’s academic specialty, police unions and the job protections afforded them by collective bargaining agreements.
