Duggan joins Honigman

Honigman on Friday announced that former Detroit Mayor Mike Duggan has joined the firm as a partner in the firm’s Government Relations and Public Policy practice group.

Duggan joins Honigman following his tenure as the second longest serving mayor in Detroit history. During his three terms as mayor, Duggan worked to address some of the state’s most complex issues, including crime, blight, transportation, healthcare, and access to jobs.

Prior to his tenure as mayor, Duggan served as the CEO of Detroit Medical Center for eight years, where he led the organization through a financial turnaround and negotiated an agreement that supported significant new construction investment.
He also previously served as the Wayne County prosecutor and, before that, deputy county executive.

“As a transformative public servant and proven leader, Mike will bring extraordinary value to our firm and our clients,” said David Foltyn, Honigman chairman and CEO. “Throughout his career, Mike has demonstrated a remarkable ability to solve complex problems, lead large organizations, build consensus among diverse stakeholders, and drive meaningful economic growth. His experience spans government, healthcare, law enforcement, economic development, and public policy, giving him a unique perspective that will benefit clients facing critical business and strategic challenges.”

Foltyn added, “Mike’s experience aligns exceptionally well with Honigman’s strengths and the evolving needs of our clients. Businesses today increasingly operate at the intersection of law, government, regulation, public policy, economic development, and community engagement. Mike’s judgment, relationships, and strategic insight will enhance our ability to help clients navigate complex matters, conduct sensitive investigations, manage difficult stakeholder issues, and capitalize on emerging opportunities.”

In his role, Duggan will serve as a strategic advisor to the firm and its clients, drawing on his extensive experience and deep understanding of Michigan’s government and legislative landscape. He will advise on matters involving alternative dispute resolution, internal and external investigations, infrastructure and economic development initiatives, public-sector approvals, crisis response and sensitive matters, and complex political and community relations issues.

Duggan’s experience leading complex investigations, managing high-profile public matters, and advancing transformational development projects complements Honigman’s capabilities in litigation, government affairs, regulatory counseling, internal investigations, real estate development, and business law. Together, these strengths position the firm to help clients address their most consequential legal, business, and strategic challenges.

“After years spent working to build the City of Detroit, I knew I wanted to stay and enjoy the city while finding a way to contribute,” Duggan said.  “Honigman is an outstanding law firm that’s been headquartered in Detroit for more than 75 years. I’ve always admired the way their talented attorneys and professionals help their clients solve even the most complex challenges. I’m looking forward to becoming a partner to contribute to the continued growth of another storied Detroit institution.”

Duggan earned his B.A. and J.D. from the University of Michigan.
