Climax Village Council to consider Proposed Master Plan

By Bruce Rolfe

The Village’s proposed 10-year Master Plan, along with a resolution to consider, were distributed to the Climax Village Council at its regular meeting October 6.

The Village Planning Commission approved the submission of the proposed Village of Climax 2027-2037 Master Plan to the Village Council.

A letter from Village attorney Craig Rolfe points out the proposed Planning Commission Master Plan is not being submitted for the Council for final approval. The Council is only requested to approve the distribution of the proposed Master Plan to various municipalities and other entities for a reserved 63-day comment opportunity for comments to the Planning Commission.

The Council will consider approving distribution of the proposed master plan to other municipalities and entities along with a resolution at its October 20 regular meeting.

The Council was advised to review the substance of the proposed Master Plan for any concerns that could cause the Council to not formally approve the proposed Master Plan later in the process without Council-initiated changes. If Council members identify any such potential changes, Rolfe said it is important to bring them forward to the Planning Commission for discussion.

Rolfe adds if the Council is comfortable with the proposed Master Plan presented by the Planning Commission, a resolution should be considered for approval at the October 20 meeting. The Village attorney adds if Council members identify concerns with the substance of the proposed Master Plan, the Council should not approve the proposed resolution and refer the specific substantive concerns to the Planning Commission for further discussion.

Following the 63-day comment opportunity, the Village Planning Commission will hold a public hearing on the proposed Master Plan at a regular meeting in early 2027.

The proposed Master Plan includes location of the Village, history of the Village, community profile, and demographic analysis.

Demographic and housing trends from 1990-2023 in the proposed master plan show population spiked from 680 in 1990 to just under 800 in 2000. The population of the Village dropped to just over 720 in 2021 and has increased to 740 in 2023.

The proposed Master Plan also includes Village Infrastructure, existing Land Use Map, Farmland Map, Future Land Use Map, Future Land Use Goals, Zoning Plan, Implementation and an Appendix.
