'Michigan Tax Tribunal Webinar' presented by State Bar committee August 21

The State Bar of Michigan State and Local Tax Committee will present the "Michigan Tax Tribunal Webinar" on Monday, August 21, from 1:30 to 3 p.m.

Webinar attendees will receive the Tax Tribunal's perspective on tax matters that come before the Tribunal as well as an overview of the Tribunal's recent organizational and administrative changes.

Attendees will receive updates on the Tax Tribunal's docket statistics related to current and pending filings, significant administrative rule changes, tips on how to navigate confidentiality and protective order issues in light of the Freedom of Information Act and Open Meetings Act while the Tribunal awaits further guidance from the Michigan Court of Appeals, and other updates on changes that may impact practitioners.

The virtual session will also provide the ability to address the topic and questions you have about practicing before the Tribunal.

Speaking at the webinar will be Patricia Halm and Samantha M. Snow Welton.

Halm currently serves as chair of the Michigan Tax Tribunal. She was first appointed to the Tribunal in 2003. In 2007, she was appointed as chair of the Tribunal. Halm served in that capacity until 2011, when she was appointed to the Michigan Compensation Appellate Commission (MCAC). As a MCAC commissioner, Halm decided appeals of unemployment insurance and workers' compensation claims. She previously worked at the U.S. Department of Labor, Bureau of Labor Statistics, where she spent twelve years compiling statistics, primarily for the Consumer Price Index. Halm also worked for the Michigan State Senate as a policy analyst for the Senate Finance Committee. Thereafter, she went to work for the City of Midland as the city attorney. She also worked in the Michigan Department of Treasury's Bureau of Tax Policy. Halm earned a B.A. in economics from Michigan State University and a law degree from Western Michigan University Cooley Law School. She is a member of the State Bar of Michigan.

Welton currently serves as the managing staff attorney, an administrative law judge in the Small Claims division, and chief clerk of the Michigan Tax Tribunal. She has experience in state and local tax controversy matters and property tax appeals. Welton is an active member of the State Bar of Michigan's Taxation Section, has been published in the section's journal, "Michigan Tax Lawyer," is a contributor to the ICLE book "Real Property Taxes in Michigan," and is a member of the Michigan Women's Tax Association. She obtained her law degrees from Western Michigan University Cooley Law School. Welton also teaches property taxation and valuation in the Graduate Tax Program at Cooley Law School.
