The Climax Village of Council was provided a proposal for a storm water drainage engineering study and will have the opportunity to discuss the proposal at a future meeting.
Interim Climax Village Council President David Miller said not all Council members had a chance to review the draining study before the October 15 meeting, but the opportunity to consider and offer discussion on the proposal will be available at a future council meeting.
The Drainage Study, offered by Hurley and Stewart, will cost the Village $6,800 if the Council approves the study.
The stormwater drainage engineering study performed by the civil engineering services company out of Kalamazoo, will evaluate and describe the company’s interpretation of the stormwater runoff issues occurring at the intersection of South Lovell Street and West Maple Street where flooding issues occur following heavy rain. The company will formulate potential solutions to the problems with corresponding cost opinions and recommend a course of action for the Village Council’s consideration.
The scope of the study will include:
• One site visit to conduct a cursory evaluation of the existing field conditions, take critical elevation measurements and delineate the stormwater drainage area contributing to the runoff issues observed.
• Conduct two soil borings, approximately 5 feet to 7 feet deep using hand auger equipment.
• Create an existing conditions drawing utilizing available record or as built drawings if available and County GIS information. No surveying is proposed for this evaluation phase of the project but can be quoted in later phases if desired.
• Identify and describe the observed stormwater runoff issues graphically on the existing conditions drawing.
• Prepare an analysis of the existing conditions compared to relative rainfall data for the 10-, 25-, 50-, and 100-year, 24 hour rainfalls.
• Prepare a list of potential infrastructure improvements to address the runoff problems. Initial cost opinions would accompany this list to assist the Village Council in deciding the desired course of action.
• Provide recommendations to the Village Council for their consideration.
• Attend up to two meetings with Village staff or Council to present and review the company’s findings and recommendations and chart a course forward.
• Surveying, final design of the chosen solution, permitting, and construction phase involvement such as bidding, staking, or inspection are excluded at this time, however Hurley & Stewart would be happy to
assist with these services moving forward if the Council chooses.
Small Increase in Garbage Pickup Approved
The Council approved a new three-year contract with Best Way at the October 15 meeting for recycling and bulk trash pick up that will include a small rate increase over the life of the contract.
The agreement is from November 1, 2024 to December 31, 2027.
According to the agreement, in year one, the price for curb service for a 64-gallon cart will move from $15.25 a month to $17.67 a month for an increase of $2.42 a month. There will be a $1.22 a month
increase on a 96-gallon cart, moving from $17.45 a month to $18.67 a month in year one, ending December 31, 2025.
In year two for the period of November 1, 2025 through December 31, 2026, the rate for residential unit per month will be the year one rate plus four percent.
In year three, for the period November 1, 2026 through December 31, 2027, the rate per residential unit per month will be the year two rate plus four percent.
Recycling services will continue to be collected two times per month.
The Climax Village Council entered into a contract with Best Way Disposal for recycling and bulk trash pick up to offer lower rates to Village residents, in March, 2010.
