Compass Program focus of MJI webinar

The Michigan Judicial Institute and Child Welfare and Juvenile Justice Services will present a “Lunch and Learn with Cheboygan County’s Compass Program” webinar on Friday, May 30, from noon to 1 p.m. via Zoom.

As part of the juvenile justice reform legislation effective October 1, 2024, community-based services and programs are encouraged and incentivized through the legislative changes to the Child Care Fund. This Lunch and Learn session will focus on community-based programming specific to rural courts. Viewers will be provided with details and examples from Cheboygan County’s Compass Program, a community-based day treatment program that is utilized for youth within the county.

In this webinar, the speakers will discuss several key topics, including:

• The development of the program and its intended goals.

• The significance of collaboration with community stakeholders and the role of those partnerships in the program’s operation.

• An overview of how the program currently operates.

• The role of the judge and the program’s impact on participating youth and their families.

Speaking at the webinar will be:

• 53rd Circuit Court Judge Daryl P. Vizina, Family Division.  Vizina and has been practicing law in Michigan since 2005. He had the privilege of serving as the elected Cheboygan County prosecuting attorney from 2009 through 2018. While serving as the prosecuting attorney, he was a founding member and participant of the Cheboygan County Circuit Recovery Court
and founding member of (District) Sobriety Court. In 2019, he was elected the serve as the Cheboygan County Probate/Family Court judge, after which the Compass Academy was immediately created to combine juvenile treatment court and day treatment programming.

• Kyle Culbertson is the Director of Juvenile Services for Cheboygan County. He has been working with juveniles in Cheboygan County since 2003 starting off running a W.I.A. Program and working for the local ISD within Cheboygan County. In 2010, Culbertson was hired as an intensive probation officer for Cheboygan County and was promoted to the director of Juvenile Services in 2015.

• Megan M. Fenlon is currently a probation officer for Cheboygan County and serves as the director of the Compass Academy. She began working for the 53rd Judicial Circuit Court Family Division in 2008 as an aid in the day treatment program. In 2015, Fenlon was promoted to the position of a probation officer for the family division, and in 2017, she accepted the role of director for the Compass Academy.

The intended audience for the webinar includes Juvenile Justice County Implementation Team members, judges, court administrators, juvenile probation officers and caseworkers, courts, law enforcement, school personnel, attorneys, social service providers, other juvenile justice stakeholders, and child welfare professionals.
