In the morning of May 17, 2023, Burns randomly stabbed and slit the throat of 60-year-old Cheryl Ann Parsley of Clinton Township, resulting in her death in the parking lot of Belle Tire on Gratiot Ave. in Roseville, MI. He later approached 42-year-old Robert Baecke, Jr. who was waiting at a bus stop around 12 Mile Rd. and Harper Ave. in St. Clair Shores, MI. Burns attacked Baecke and stabbed him several times.

Police issued a lookout alert for Burns and his vehicle. Warren Police apprehended him that afternoon around Van Dyke and Stephens. While in custody at the Roseville Police Department, Burns was biting his wrists. An officer ordered him to stop, and a struggle ensued. Burns was able to grab a knife from the officer and slit his own wrist. During a search of Burns’ vehicle, police found a shotgun, a 9mm firearm, and a large amount of ammunition.
