NCOIL, founded in 1969, has historically been shaped by legislators from affluent communities with long-established political networks. Carter’s election marks a powerful milestone: a woman from an under-resourced community advancing into a national institution traditionally led by well-resourced, influential male lawmakers from across the country — many of whom supported and encouraged her leadership.
“It is deeply meaningful to come from a community that has faced so many challenges, and to now step into national leadership alongside colleagues from across the country,” Carter said. “This is not my achievement alone; it belongs to the people of Pontiac, Waterford Township and Auburn Hills whose lived experiences I carry with me. Their resilience, strength and stories have shaped my work, and they will continue to guide me as I ensure federal and national insurance policy reflects the needs of real families.”
Carter’s ascension places Michigan at the center of national insurance policy discussions at a time when consumers are facing rising costs, increased corporate consolidation and significant regulatory gaps in areas such as artificial intelligence, long-term care and genetic information in insurance underwriting.
As part of the officers track, Carter will help steer NCOIL’s national policy priorities and organizational governance. She currently serves as chair of the Life Insurance and Financial Planning Committee, where she is leading the development of a national model act on life insurers’ use of genetic information — work already receiving national attention.
“Michigan families deserve a voice at every policy table,” Carter said. “I am honored that my colleagues across the nation recognize the importance of the lived experiences from our community and have entrusted me with this responsibility.”
