Man sentenced for killing woman while fleeing from police

Macomb County Prosecutor Peter J. Lucido’s office announces the sentencing of 21-year-old Angelo Rickey Smith who stole a Jeep from a dealership, fled from police and killed a 20-year-old woman in a crash.

On Thursday, September 4, Macomb County Circuit Court Judge Michael Servitto sentenced Angelo Rickey Smith as follows:

• Second-Degree Homicide, 15 – up to 50 years
• First-Degree Fleeing and Eluding from Police Officer, over 7 – up to 15 years
• Breaking and Entering a Building with Intent, over 3 – up to 10 years
• Larceny in a Building, 1 – 4 years

The sentences will be served concurrently. Smith received credit of 1,585 days for time already served.

Smith pled no contest to the charges in July 2025.

On April 29, 2021, Smith, who was 17-years old at the time, along with other accomplices, stole several vehicles from a car dealership.  Smith fled police with his stolen Jeep racing south on M53 at speeds of over 130 miles per hour. Smith ran a red light at 15 Mile and Van Dyke and collided with 2 other vehicles, killing 20-year-old Emmon Woods.

“When individuals flee from police, the consequences are devastating for victims, families, and entire communities. Respect for the rule of law is not optional; it is essential to protecting lives and preserving public safety. There must be real consequences for this reckless behavior to send a clear message and prevent others from making the same tragic choice,” said Macomb County Prosecutor Peter J. Lucido

Lucido is calling on Michigan lawmakers to come together in support of strong, bipartisan legislation to address the growing public safety threat of drivers who refuse to stop for law enforcement.
The Michigan House is now taking up a bill that would impose tougher penalties on those who refuse to stop for police.

“Every time someone runs, they roll the dice with innocent lives. I want to end that gamble,” Lucido said. “We need statutory enhancement of consequences including mandatory prison time. The people of the state of Michigan deserve to be protected.”
